Letter from MFUR President Paul Moist to members of Winnipeg City Council - Re: Proposed By-law to prohibit “Nuisance demonstrations and intimidation of persons at or in respect of vulnerable social infrastructure”

The Manitoba Federation of Union Retirees (MFUR) is the Manitoba affiliate of the 500,000 member Congress of Union Retirees of Canada (CURC). CURC is chartered by the Canadian Labour Congress the national central body for Canada’s unions.

We write today to voice our opposition to the above proposed by law, which appears to us to be a solution in search of a problem. Many MFUR members have attended peaceful demonstrations in support of community and labour groups for many decades. Indeed, Winnipeg has a tradition of peaceful protesting.

I recall as President of the Winnipeg Labour Council in the early 1980’s working with the Winnipeg Police Service in order to facilitate peaceful picket lines where workers were exercising their right to engage in strike action.

We join with the Winnipeg Labour Council and countless other community groups in opposing the introduction of this unneeded by law. It represents legal overreach of the highest order and in our view may well violate Canada’s Charter of Rights and Freedoms.

We urge you to oppose the introduction of this by law.
